Gift sets are better value when they contain full or near-full sizes of products the person will use. They're worse value when they're mostly tiny minis or sachets, or include products outside the person's routine. Compare price per ml against the full-size product, and ignore the 'worth £X' figure on the box.

A worked example
The CeraVe duo contains the full 454g Moisturising Cream plus an 88ml Hydrating Cleanser. Compare its live price with the 454g cream on its own (both are linked on this page). The difference is what you're paying for the cleanser and the box, and it's usually small, which makes this set good value. By contrast, a set of 15ml minis from a luxury brand can cost more per ml than the full-size product. That's still a lovely gift, but it isn't a saving.
Brands' 'worth £X' figures add up full-size-equivalent prices of every item. They're marketing, not a discount, and under UK consumer law a claimed saving has to be genuine. Price per ml is the honest comparison.
